The ACPCultures+ programme will launch soon a study on the artistic, economic and social impact of 6 ACP Festivals in order to analyse the artistic, economic and social benefits of a few ACP festivals in order to measure the effects observed on the circulation and commercialisation of ACP works, on the promotion of cultural diversity, and on the social and economic local development, as a result of these events. Conclusions are expected in October 2016.

This study gives an update on the ACP technicians and actors who have been involved in works supported by the 3 EU-ACP support programs for ACP audiovisual industries under the 8th, 9th and 10th EDF. It highlights both the significant role of these programs in ACP cinematography, especially in Africa, for the past 20 years, but also some success stories of technicians and actors who have benefited in their careers of the leverage effect provided by grants from the European Development Fund allocated to the ACP audiovisual and cinematographic industries. This study also examines the status of artists in these territories.

The study into ACP cultural training courses provides a comparative analysis on the availability and accessibility of cultural management and cultural entrepreneurship training programs in ACP countries. Fast and convenient to consult, this study identifies best practices, strengths and weaknesses, issues and challenges of the cultural training sector in ACP countries. The analysis is accompanied by a directory of ACP institutes and/or cultural training programs. Without being exhaustive, around 200 training programs have been inventoried. They are presented in the form of data sheets highlighting information such as the country where the training takes place, the delivered curriculum, duration, pedagogical principles, accessibility conditions and possible prerequisites, obtained certificate, etc.

The data, collected and analysed in 2015, were gathered directly at the source, either by sending questionnaires to the representatives of the institutions and training programs or by individual interviews and online research.

This database of ACP artistic and cultural training courses is available in FileMakerPro and Excel format. The FileMakerPro program is accessible for free for one month and downloadable. In addition, a FileMakerPro Directory User Guide is available at this page. In the Excel document, researches can be made through several filters such as artistic discipline, country, region, type of certificate, etc.

This directory, carried out by the ACPCultures+ Programme, identifies/maps existing publications, information and various types of support tools (resource centres and technical support) related to cultural policy and statistics in ACP countries.

Unique in its kind, it provides available data and information on the subject to policy makers (such as culture ministers, municipal officials in charge of culture, etc.) and ACP cultural professionals (researchers, scholars, etc.).

This practical guide, which has been elaborated by Isabelle Bosman in the framework of the ACPCultures Programme (ACP-EU Support Programme to the ACP Cultural Sectors – 9th EDF), is an analysis of culture sector policies adopted by many ACP countries over the past few years in order to determine whether or not they reveal any weakness that might enable us to elicit some lessons learned.

This work is a methodological proposal that seeks to guide the national drafting or revision processes for culture sector policy and, later, to assist with the evaluation and updating process. The aim is to assist the parties concerned to deal with the issue, to grasp the various ins and outs, and to consider the various strategies and avenues that could be adopted or prioritised in the context of their own national priorities and specificities.
